Jokowi Set to Reinstate Military's Dual Function

The Indonesian government is poised to release a new Civil Servants (ASN) management regulation. One notable provision is the opportunity for military and police personnel to assume ASN positions and vice versa. Abdullah Azwar Anas, the State Apparatus Empowerment and Bureaucratic Reform Minister, emphasized that implementing this reciprocal regulation necessitates rigorous selection procedures tailored to the needs of respective agencies. "We will acquire the finest talents from the TNI/Polri, and in turn, they will receive the best ASNs," he stated on Mar. 13.

According to Anas, the regulation is slated for release by the end of April 2024. The regulation draft comprises 22 chapters with 305 articles addressing competencies development, needs planning, ASN procurement, digitalization, and the rights and obligations of ASNs. "This regulation must be transformative and, of course, implementable in the field," he added.
