CERI Suspects Conflict of Interest Behind the Java-1 PLTGU

The Center of Energy and Resources Indonesia (CERI) has requested the Supreme Audit Agency (BPK), the Financial and Development Supervisory Agency (BPKP), and law enforcement officials to probe the suspicious delay of the Java-1 Steam Gas Power Plant (PLTGU) operation. With a capacity of 1,760 megawatts (MW), this plant was scheduled to be used commercially at the end of 2021 but may now be pushed back until the end of 2023.
Since the beginning of the tender, CERI has suspected ill practices, allegedly involving officials, during the Jawa-1 PLTGU project construction. CERI also hinted at markups during the construction. According to a CERI source, Pertamina's board of directors had been made aware of the information but then chose to ignore it.
"We must find out the reasons behind the COD (commercial operation date) delay. Was it due to technical errors in construction or because of PLN's planning errors in the percentage of the energy mix in the RUPTL (Power Generation Business Plan) 2015–2024?" Executive Director CERI Yusri Usman said on Monday.
