The consortium of PT Jasa Marga Tbk (JSMR), PT Nusa Raya Cipta Tbk (NRC), PT Adhi Karya Tbk (ADHI), PT PP Tbk (PTPP), PT Wijaya Karya Tbk (WIKA), and PT Subang Sejahtera will develop the Patimban Access toll road after signing the Toll Road Concession Agreement (PPJT), the Guarantee Agreement, and the Patimban Access Toll Road Regress Agreement. Jasa Marga is the majority shareholder of the consortium with a 55 percent stake, followed by NRC (22 percent), Adhi Karya (six percent), WIKA (six percent), PTPP (six percent), and Subang Sejahtera (five percent).

PT Penjaminan Infrastruktur Indonesia (PII) president director M Wahid Sutopo stated that, as the Finance Ministry's special mission vehicle (SMV), PII will always support any infrastructure project through innovative financing under the public-private partnership (PPP) scheme, especially a national strategic project (PSN) such as the Patimban Access toll road. "It's our commitment to support the export development of the national automotive industry, aside from our support for the development of vehicle type testing facilities in October last year, to strengthen Indonesia's role in the 2023 ASEAN Presidency," Sutopo said in a written statement on Wednesday.
