Minister of Research and Technology Bambang Brodjonegoro complained about the slow issuance of a Presidential Regulation (Perpres) on the National Research and Innovation Agency (BRIN), which will handle all research activities in Indonesia, including in COVID-19 Handling. Research activities are difficult to run because BRIN has not been approved and the budget cannot be disbursed.

Bambang argued that his agency's budget could not fulfill the research demands that BRIN should have supported. "The research should have run, and the results should not have ceased at the laboratory or publication but must be continued towards the industry. That's an innovation that has an impact on society," he said.

A member of the 7th Commission of the House of Representatives (DPR) Mulyanto urged the government to immediately issue a Presidential Regulation on the BRIN establishment. "Researchers are confused about government policies on the research and innovation issues," he said.
