Foreign Companies Compete for Contactless Toll Access Project

The government is holding the final round of tender for the cashless contactless transaction system or Multilane Free Flow (MLFF) based on the Global Navigation Satellite System (GNSS), which will operate in 2021. Head of the Toll Road Regulatory Agency (BPJT) of Public Works and Public Housing Ministry (PUPR), Danang Parikesit, said the MLFF transaction system operates in stages.
According to Danang, the winner of the tender will be announced on January 5, 2021. The rebuttal period to the auction results will be held on January 6-12, 2021, or six days after the announcement. Then a decision letter for the winner of the auction will be issued on January 15, 2021, "If there is no objection from the auction participants," he said. The project bidders are:
- PT Jasa Marga (Persero) Tbk through PT Jasamarga Tollroad Operator (JMTO).
- PT Citra Marga Nusaphala Persada Tbk (CMNP)-PT Citra Persada Infrastruktur-PT Delameta Bilano-SkyToll (Slovak).
- A consortium of PT Nusantara Telematics System-PJSC Mostotrest (Rusia)-Service Telematics LLC (Rusia)-Soft Telematics LLC (Rusia).
- Roatex Ltd Zrt of Hungary, which is also the initiator of the project.
However, two participants, namely Jasa Marga and the CMNP consortium, withdrew from the project auction. Jasa Marga's President Director, Subakti Syukur, said that the technical requirements for GNSS technology could not be fulfilled. "We are only at the research stage, it [the technology] has yet been proven and tested, so if we are forced to participate, we will definitely fail," he said on Thursday (11/19). Currently, only two foreign companies remain, namely the consortium of Nusantara Telematics-Mostotrest and Roatex Ltd Zrt.
