Jokowi's Way in Forcing People Adhering Health Protocols
President Joko Widodo issued Presidential Instruction (Inpres) No. 6/2020 on the Improvement of Discipline and Law Enforcement for Health Protocols in Preventing and Controlling COVID-19 Transmission. The Presidential Instruction, in which Jokowi signed on August 4, 2020, regulates sanctions for violators of the health protocols. "[The regulation] takes necessary measures according to its respective duties, functions, and authorities in ensuring legal certainty, strengthening efforts, and increasing the effectiveness of COVID-19 prevention and control," as written on the excerpt from the Presidential Instruction.
The instruction states that sanctions are applied against individuals, business actors, managers, organizers, or those responsible for public places and facilities. Public facilities consist of offices, industry, schools, places of worship, transportation facilities, private vehicles, and shopping centers. The discipline enforcement is regulated further in the governor, regent, or mayor regulations. To ensure people obeying the rules, the government engages the army and police to oversee the health protocols implementation.
