What Are KPK’s Targets in the Covid-19 Aid Distribution Probe?
The Corruption Eradication Commission (KPK) began investigating the distribution of social assistance to residents affected by the Covid-19 pandemic. KPK’s deputy chairman of graft prevention, Pahala Nainggolan, said that several aid schemes had underlying problems that could cost the state a fortune. Social assistance programs, such as non-cash food assistance (BPNT), Family Hope Program (PKH), and Village Funds-backed aid, provided by the central and regional governments are prone to corruption.
Pahala argued that the distribution of social assistance tended to be chaotic because the recipient database used by the central and regional governments was intertwined. The KPK also highlighted the tendency of the central government and local administrations to compete with each other in assisting impacted residents. Besides, the commission recorded that several sources of social assistance funds, such as the Rp 110 trillion of 2020 state budget reallocation, Rp 25.34 trillion of regional budget reallocation, and the Rp 22.4 trillion of Village Funds disbursement, use the same but inaccurate database.
