Inconsistency of Mobility Restriction Rules
The Indonesian government has canceled the implementation of level 3 public activity restrictions (PPKM Level 3) evenly on the Christmas and New Year holidays from December 24, 2021, to January 2, 2022. Coordinating Minister for Maritime Affairs and Investment Luhut Pandjaitan said that PPKM Level 3 would not be enforced in all regions during holidays since Indonesia is better prepared to face the potential spike in COVID-19. He claimed that the Health Ministry's serosurvey showed that the public already had high antibodies against COVID-19. "PPKM continues to follow the assessments that apply in each region, but with some tightening," Luhut said on Tuesday.
Unlike Luhut, Jakarta Governor Anies Baswedan issued Governor Decree (Kepgub) No. 1430/2021 on level 3 mobility restriction. The regulation, signed on December 2, 2021, states that Jakarta will implement PPKM Level 3 during the Christmas and New Year holidays or ten days from December 24, 2021, to January 2, 2022. One of the applicable rules is that opening markets, malls, and retail places at 50 percent of capacity and is limited to 21.00 local time.
